Around the main terrain there should be 0, 12 or 42 outer terrain heightfields. That creates the terrain without collisions.
I could be wrong about this map, but there's usually outer terrain.
Upon closer inspection it looks like the mountains in the back are indeed textured static models (meshes).
They also appear to have collision, but since the world size is usually limited to the size of the terrain you cannot access them since you get stuck on the skybox once you reach the end of the world.
